The Regional state Autonomous cultural institution "Tomsk regional art museum" (TOHM) is the largest center of artistic life in the Tomsk region, developing all areas of museum activity. Organization type initially defined as a research and education institution of artistic profile. The museum in accordance with the Charter performs its main tasks: to collect, preserve, promote artistic and cultural heritage through its collections, permanent exhibitions of classical and contemporary art, various exhibits, publications, educational activities and special events of the Museum, to educate the public, acquainting her with the wealth of art and culture, to master the sphere of new information technologies and project activity.
The museum was founded on the basis of the art collection of the Tomsk regional Museum of local lore (the Decision of Tomsk regional Executive Committee No. 195 of 24. 08. 1979). The founder of the Museum is the Department of culture and tourism of Tomsk region. The idea of opening in Tomsk art Museum was made at the exit Plenum of the Union of artists of the RSFSR, which took place in Tomsk in the framework of the IV regional art exhibition "Siberia socialist" in 1975, where it was decided to open in the city art Museum. Decisive role in this belongs to E. K. Ligachev, then the first Secretary of the Tomsk regional Committee of the CPSU, and K. H. Zaloznyy – Chairman of the Tomsk branch of the Union of artists of the RSFSR.
So far TOHM is the only art museum in the area.
April 19, 1982 the museum welcomed its first visitors when it opened the exhibition "Our Soviet Motherland", which is presented the works from the collections of the young museum.
The museum is located in the old city of Tomsk at the address: Nahanovicha Pereulok 3(formerly lane street) in a three-storeyed stone building, a former merchant's mansion, built in 1902 – 1903 by the famous Siberian architect K. K. Lygin. The museum building is an architectural monument of regional importance (the Decree of the Tomsk oblast Executive Committee № 51 from 17. 06. 1978). In 1995, when TOHM were founded: the Department of "Museum of wooden architecture" and two branch offices (Order of the Committee on culture and tourism of the Tomsk region Administration № 341 of 29. 11. 1995). Department of the "Museum of wooden architecture" is located at the address Kirova str., 7 wooden mansion of the architect A. D. Kryachkov, a monument of architecture of Federal importance (the Decree of the President of the Russian Federation № of 20. 02. 1995). The Department is engaged in the preservation and study of wooden decor old Tomsk, promotion of the architectural heritage of the city. Permanent exposition was opened in 2009, the Branches of TOHM: e-mail a picture gallery in a. Podgornoe, opened on 15 January 1969 at the initiative of the Chairman of the Executive Committee J. F., Korobenko and well-known artist, Tomic by birth, A. N. Liberova; "Museum of art of peoples of the North" in village Kargasok of the Tomsk region, created on the basis of ethnographic collections K. I. martemyanova. The first Director of the Museum, was appointed Khalid Talgatovna Babenko, then more than 15 years was headed by Nadezhda p. Borovinskikh, currently TOHM headed by Elena Janina. In the 1980 – 1990-ies, the museum actively worked with regional cultural institutions, regularly took out of the exhibition in the far corners of the field, using a flotilla of the Committee on culture, air transport partners oil and gas companies. Lecture practice covered all areas of the region. In the changing historical and social conditions of the Museum continuing to be the custodian of the cultural heritage, continuing the tradition of working with the region, is undergoing a major transformation, re-converted into a system of an open society, oriented towards the satisfaction of its requests for its collections and research. The museum is aware of the need for regular access to the outside the artistic environment, attempts for its development in the new phase, using new technologies. TOHM in recent years actively established ties with various institutions of public life, expanding your space: organizing exhibitions and expositions in the field, institutions of Tomsk, youth night clubs, on the streets. In 2008, there are two reproduction of the exhibition "Small Motherland of artists Tomsk", "Tomsk landscape". In the Windows of the first floor of the main building (Nahanovicha Pereulok 3) exhibited a constantly changing exhibition of reproductions of selected works from the Museum's collection.
Today, the museum partners are more than 50 educational institutions in the city who visit the museum from three to seven times a year for educational programmes for children, parents and teachers. Defining the strategy of development of museum activity in relation to the visitor – one of the main tasks established in 2012, "center of museum pedagogics", which specializes in the development, implementation and dissemination of educational programs and modern forms of work with visitors of all age and social groups, develops the traditional forms of work with museum audiences and introduces innovative. The museum is increasingly taking on the mission of cultural institutions, integrated into the traditional educational institutions: kindergartens, schools, universities. Popular the art Studio of the Museum, the project "Children's Arbat", "Tomsk Arbat".
In the lecture hall of the museum lectures on the history of the world fine arts, various styles in painting, sculpture and architecture, the culture of perception of works of art. Traditionally, the museum holds lectures on subscriptions for educational institutions. Works effectively exit the lecture hall. Per year staff read about 300 lectures. Bright page in the work are the creative relationships with musicians and actors Tomsk, pupils of musical schools, young talents who have become regular participants of musical, literary evenings and different concerts.
In 2009, within the framework of the II forum of the museum of the Tomsk region was opened the information – educational center "The Russian museum: the virtual branch". The aim of the project is to familiarize a wide audience to the values of Russian culture, historical past of Russia through free access to digital and printed materials. Virtual branch is a kind of electronic analog of the collection of the Russian Museum that uses the latest computer technology and represents a new technological step in the field of culture.
Creating a new image, the Museum is revising the contents of the work, striving to meet the needs of modern man, the needs of the Tomsk students. TOHM acquires the features of a cultural center capable of fulfilling multifunctional tasks – educational and entertainment – recreational. Recreational resources are resources of all kinds that can be used to meet the needs of the population in leisure and tourism. To this end, the activities of TOHM in the direction of contemporary art was activated and the Museum on the first floor was opened "Gallery of contemporary art", which displays a vivid conceptual projects, interactive video installations, art installations, master classes and discussion clubs are working. The interest of young people enjoyed the art project "TOMSK Life", which consists of three exhibitions: "Academy of photography", "Freezelight", "through the Eyes of Russian reporter". In 2011 TOHM with the participation of young authors of Tomsk has opened a Forum of contemporary art "Contemporary art project", which was attended by well-known artists of Moscow and St. Petersburg.
The museum is well – equipped specialized library. This is a small book Fund: about 19 thousand volumes, which is essential for the functioning of all units of TOHM. The library is composed of the necessary reference books, art books, monographic publications. It has a small reading room. At the library, an archive of TOHM.
The museum is a Member of the Union of museums of Russia since 2002, a member of the Association of museums of the Tomsk region since 2008, the Russian national Committee of the international Council of museums – ICOM since 2009
